
The Port of Kemi is responsible for administrative tasks as well as harbour and vessel services. It is also responsible for repairs and construction in the harbour area. Administrative tasks include licensing, investments and marketing.
The harbour and vessel services include all the practical work which aids in the mobility of the ships, maintenance, cargo traffic, and communication with collaborating parties. In addition, the Port works with subcontractors to supply customers with a variety of services, including specific services related to the harbour’s operations.
The entire harbour, with its roads, buildings, and railway, is covered by the Port's repair and construction operations. Its tasks also include the building and maintenance of quays. The upkeep of the Ajos Harbour basin pipelines and the pipelines owned by the Port, and the contractual building of new pipelines are also considered to be the Port’s responsibilities. The Port of Kemi is also responsible for the possible leasing of immovable properties.

Professionally competent staff takes care of the harbour's maintenance and cleaning. The city's community infrastructure unit purchases maintenance services for the small boat harbour from the harbour's maintenance unit.
Towing and icebreaking operations for the Port of Kemi are carried out chiefly in the harbour basin, because the state's large icebreakers take care of the vessels in the channels maintained by the Finnish Transport Agency.
Nearly 750 vessels visit Kemi each year, with relatively equal distribution throughout the year. It is therefore extremely important that the harbour is able to offer its own ice-breaker services to vessels. The vessels carry about 3 million tonnes of goods.
The Port of Kemi has two icebreakers for towing: the M/S Jääsalo and M/S Ulla. The M/S Ulla is leased to the Röyttä harbour in Tornio during winter.
The M/S Jääsalo is responsible for keeping the Veitsiluoto fairway open. Since the channel is narrow, shallow (7 m), and winding, the state's large icebreakers are unable to open it.
The harbour supervisors at the Port of Kemi are on call 24 hours a day every day of the year. They record the arrival and departure of the vessels and ensure that the vessels have all necessary services at their disposal.
